A hand tool for preventing traction current from being switched on to a DC electrified line. Applies only to third rail systems. Generally mounted on trains and stations for use in emergency, they are not supposed to be used for discharging current, only for preventing recharge. A shorting tool is also used to earth overhead line by connecting the contact wire to the track rail in the section where it hes been isolated.
